I read 162.39. It is clear to me that Sermons exceeded his authority. The law deals only with where the prisoners are housed and it does not give the judge the power to decide how to fix the jail. But this is a good thing. Presumably Sermons will be required to issue an order with Findings of Fact about the condition in the jail that either mandate keeping it closed or re-opening. Then the public should know what the conditions are. Looks to me like Sermons has stepped in it. What qualifications does he have to judge electrical systems? He'll be bound by what the electricians say. And they better the right and he better be right or somebody is in deep do do. "Fools rush in where angels fear to trod."
